The first seems to get most of our time, personnel and budget. The latter is typically a passive approach, hoping the families will tell their friends. Even worse, retention is an afterthought, an assumption or an anxiety. Schools think about it after they they exhausted their recruiting budget. Schools regretfully assume families will just re-enroll. And often schools are anxiously waiting to see if those 2, 5, or 15 families will send in their re-enrollment application before the deadline!
